Mikage from Aquarion EVOL.

That show is awesome. It's got mechas, comedy and quite a bit of innuendo. Even though the main female is a bit of a wet cloth all the other characters more than make up for her. It shouldn't take too much to guess that Mikage's the bad guy. I can't think of any characters that are effeminate, have long white hair and who dress pretty 'fab'.

He reminds me so much of FFIX's Kuja. It's not just his clothing that's similar. Both are really powerful mages but prefer manipulating people. The main difference is Mikage actually seems to be immortal, or at least several millennia old.

I've only seen up to episode 22 so far, so no spoilers please. I also got told not to watch any more until I'd watch the original Aquarion and promptly given said series.

Here's a rough explanation (probably easier if I showed you the file).

Line art on the top layer set to ~50% opacity and multiply.
A layer each for background and character flats.
Another layer for character cell shading using 100% opacity hard edged brush.
Add another layer background objects shading using a 40-60% fuzzy round brush at 30-40% opacity. A softer brush was used for the yellow polyp-y things.
A couple of extra layers for various details like the glow balls and stars.
Finally a texture layer on top of everything set to some sort of overlay. Dirt photos make excellent textures.

I'm actually really pleased with how it turned out for how long it took to do (or seemed to take, I've no idea how long it actually took).

Yep, pretty much. Fiddled a bit with the layer type, opacity and contrast. Doing archaeology can be quite useful.
